What the panchang shows

A panchang (पंचांग) gives the five limbs of a day: tithi, nakshatra, yoga, karana and weekday. With them come the times to avoid, such as Rahu Kaal, and the good times, such as Abhijit muhurat.

Each panchang day runs from one sunrise to the next, so a time after midnight still belongs to the same day. Sunrise and every timing change with the city, which is why the times are worked out for the place you choose.
